Background

In the spring of 2006, a number of agencies met to discuss serious concerns stemming from the widespread and growing use of drugs, substance abuse and the impact they had on the workplace, schools, families and community-at-large within Lloydminster.

A growing body of data confirmed an increase of substance abuse among young people and the adult community.  The R.C.M.P. were sometimes limited in their ability to enforce the law and social support agencies were overwhelmed by social problems resulting directly and indirectly from the use of illegal drugs and substance abuse.

Community members recognized that the problems associated with the use of drugs and substance abuse were widespread and required a concerted effort from within the community along with business, social, health, service clubs and various non-profit agencies and stakeholders to reduce and reverse the harmful trend.   It was an issue that needed to be recognized and addressed by the whole community.

 

Direction

The City of Lloydminster and surrounding region has a vibrant and growing economy. The area is characterized by a large youthful and dynamic population, which attracts residents to the region from many walks of life across Canada. The concern for the safety, health and welfare of the region is threatened when the flow of illicit drugs takes place without counter measures being taken, programs and strategies to effectively deal with issues are not put in place or where strategies are not coordinated and resources not used to maximum effectiveness. Current strategies where they exist may be outdated, ineffective and irrelevant given the size and operation of the Community and current legislation and practices in both provinces.

Efforts in other cities and communities have demonstrated that services and effort are maximized with the creation of a coalition where strategies and services are coordinated. A comprehensive multi-pronged review and strategy is needed in Lloydminster to ensure the ongoing success of the city’s ability to operate effectively as a regional entity and continue to develop a positive vibrant community for its citizens.
